The last four digits, XXXX, is the line number that is unique to every phone number owner. In a house address, this would be your house number, flat number, or room number.
Pennsylvania started with four area codes in 1947 based on the North American Numbering Plan. Soon enough, four area codes proved insufficient to cover everyone who needed a phone number, so the state created new phone numbers using overlay and geographic split.
